Lindsay Fitzgerald has served as Vice President of Government Relations at Gevo since May of 2021. Before joining the Company, from 2015 to 2021, she operated as Senior Manager then Director of Government Affairs at Renewable Energy Group, a leading provider of biodiesel and renewable biodiesel, where she was responsible for developing and implementing a comprehensive regulatory policy strategy at the state, local, federal, and international level. Previously, from 2013 to 2015, Lindsay was Director of Regulatory Affairs at the National Biodiesel Board, and from 2007 to 2013, she was part of a consulting then government team responsible for implementation of the Renewable Fuel Standard at the U.S. Environmental Protection Agency, Office of Air and Radiation, Office of Transportation and Air Quality. Since 2007, Lindsay has fought to ensure the intended application and creation of policy with the goal of growing and advancing the renewable fuel industry. She is a seasoned government affairs professional with a special aptitude for strategy, collaboration, and big-picture, actionable planning and execution.

Shailesh Sahay is a leader on energy transition, climate, and environmental issues, with extensive experience in the liquid fuels, climate technology, energy, manufacturing, carbon capture, and agricultural sectors. His years of experience as an in-house regulatory and policy lawyer allow him to deeply understand client positions and represent them in front of federal, state, and international agencies at the highest levels. He has built robust coalitions across industrial sectors to pursue common interests. Shai’s scientific background and technical acumen allow him to delve into complex issues and serve as an interface between how industry works and the policies that affect businesses.
Shai previously served for over six years as in-house counsel to the largest renewable fuels producer in the world and as acting general counsel of the largest renewable fuels trade association.

Scott has been in the renewable fuels industry for more than 20 years, pioneering the next carbon reduction solutions for the hardest-to-abate sectors, including aviation.
Scott focuses on advancing government policies that support meaningful carbon reductions initiatives and the advancement of future innovative decarbonization solutions. His experience centers around building out and managing commercial programs for biodiesel, renewable diesel, and now sustainable aviation fuel production facilities. His advocacy in the U.S. and Canada to build comprehensive policies governing the renewable fuels and carbon mitigation markets has driven important and positive change for World Energy and the industry as a whole.
Today, Scott leads World Energy’s commercial SAF and decarbonization operations, helping to build strategic relationships with suppliers, customers, government officials, and joint venture partners.

Americans for Affordable Clean Energy
David Fialkov leads policy and advocacy efforts for Americans for Affordable Clean Energy (AACE), a coalition of forward-thinking fuel retailers that support market-oriented renewable fuel and EV charging policies. AACE members supply a significant share of the biodiesel, renewable diesel, and ethanol sold at retail today. David is a partner at FFG Group, a Washington, D.C.–based government affairs firm representing the broader retail fuel industry on federal policy matters.

American Biogas Council
Patrick has led the American Biogas Council (ABC) since early 2010 when he helped 22 companies come together to form the only trade association representing the entire biogas industry in the US. Today, the ABC represents over 200 organizations and has a network of more than 14,000 stakeholders in the biogas industry. Patrick is also a Director on the Board of the World Biogas Association. Beyond biogas, Patrick has over 17 years’ experience growing other clean energy industries, like solar, hydrogen and fuel cells, through the company that manages the ABC, Technology Transition Corporation. In Patrick's early career he was a physical oceanographer, architectural engineer and designed unmanned, deep-ocean vehicles. Patrick holds a Bachelor of Arts in Engineering Sciences from Dartmouth College.

As Vice President and Head of EV, Jack leads EnergyHub’s electric vehicle (EV) business, managing the development and execution of the Company’s EV strategy. He works across EnergyHub’s product, engineering, and commercial teams to ensure utilities, partners, and end-user customers can unlock the full value of EVs as grid assets—leveraging EnergyHub’s cross-DER platform to deliver best-in-class results in managed and bidirectional charging programs. Jack joined EnergyHub in 2025 through the acquisition of Bridge to Renewables (BTR), where he served as co-founder and CEO. Under his leadership, BTR developed direct integrations with twelve automakers, connecting to over 500,000 EVs and generating tens of millions in annual revenue for its partners. He has extensive experience with corporate strategy and management, high-impact client engagements, and political affairs and advocacy across the EV ecosystem.
Jack began his career as a Research Analyst at CEB (now Gartner) and holds a degree in Economics and Mathematics from Loyola University.
BRETT BARRY, senior policy advisor

Brett Barry is responsible for advancing state-level policies which support the use of renewable fuels in the transportation sector and the development of the renewable natural gas industry. Brett also serves on the board of the Texas Natural Gas Vehicle Alliance. He was at the forefront of the successful effort to establish a uniform method of sale and taxation for natural gas motor fuels throughout the continental U.S. Prior to joining Clean Energy in 2012, he served as a Policy Analyst for Pennsylvania House Majority Whip Stan Saylor and worked closely on legislative matters related to the development of the Marcellus Shale. Clean Energy is North America’s largest provider of renewable natural gas for the transportation sector with 570+ refueling stations throughout the United States and Canada.
Cory-Ann Wind, Director of State Regulatory Affairs

Cory-Ann serves as Director of State Regulatory Affairs for Clean Fuels Alliance America. In this role, she engages in issues associated with biodiesel, renewable diesel and sustainable aviation fuel and represents the interests of Clean Fuels’ members to state regulatory bodies, legislatures and environmental organizations. Located in Portland, Oregon her primary focus is advancing state and regional policy efforts on the West Coast. Cory-Ann has 30 years of experience in developing programs and policies to address air pollution, transportation emissions, and climate change at the Oregon Department of Environmental Quality. Most recently, she led the development and implementation of the Oregon Clean Fuels Program. Cory-Ann has a Bachelor of Science in BioResources Engineering from Oregon State University.

Katelyn Lee engages in government and regulatory affairs on the East Coast as a Senior Associate on the Market Development and Public Policy team at EVgo, one of the nation's largest public fast charging networks, where she . Prior to joining EVgo in 2024, Katelyn worked at ChargePoint engaging on regulatory affairs on the West Coast. She is based in Los Angeles, California and has a B.A. and M.P.P. from the University of Southern California.
Cristina Cornejo, Public Affairs Manager

Cristina joined Neste in January, 2022. She supports the Public Affairs team’s federal and state advocacy goals, with a focus on opening new markets via issue advocacy and outreach. Prior to joining Neste, Cristina spent several years working for nonprofit and philanthropic organizations in natural disaster communities. As Program Manager for the Rebuild Texas Fund, she worked directly with coastal communities and grantee organizations to support the rebuilding efforts after Hurricane Harvey. Prior to her work on the Rebuild Texas Fund, Cristina spent over fifteen years working within the governmental affairs and communication sectors, including working for Texas A&M AgriLife, a part of the Texas A&M University System, the Texas Independent Producers and Royalty Owners Association (TIPRO), and work for several elected officials at both the state and federal levels. Cristina’s passion for working with communities to ensure equity and opportunity is derived from her strong South Texas roots and her rich family history in public education. Cristina has a B.S. in Agricultural Economics from Texas A&M University and an M.B.A. from St. Edward’s University.
Geoffrey moxley, Senior scientist

Geoffrey Moxley is a biotechnology expert with extensive experience in developing sustainable solutions for low carbon biofuel production. As a senior researcher with Novonesis and a career spanning over a decade, Geoffrey has been instrumental in leading initiatives focused on enzyme development and deployment at commercial scale to the largest players in the biofuel and biomass industries. Drawing upon his strong engineering background, particularly in biomass pretreatment processes, Geoffrey has successfully facilitated the integration of enzyme and yeast technologies with the scaling up and industrial deployment of biotechnology. In his current role at Novonesis, he spearheads the development of innovative analytical techniques for reporting biofuel production to regulatory agencies, as well as the creation of novel enzyme and yeast products essential for low carbon biofuel production. His passion for the industry has led Geoffrey to be active in key industry groups including ASTM, where he advocates for evidence-based policies grounded in scientific rigor. Geoffrey holds a Master of Science in Biological Systems Engineering from Virginia Tech, underpinning his expertise in the field of biotechnology and sustainability.
Josh Wilson, Senior Regulatory Counsel

Josh leads the company’s advocacy before state, federal and foreign regulatory agencies and oversees compliance with a wide range of fuels programs and environmental laws. Josh has worked to advance technology neutral decarbonization policies under the Clean Air Act, Inflation Reduction Act, and State LCFS programs, and is engaged actively in promoting greater recognition for waste-based biofuel feedstocks in the EU and UK. Prior to joining POET, Josh served as Senior Counsel and Acting Assistant Section Chief in the Environment & Natural Resources Division at the United States Department of Justice. He holds a JD from Northwestern University Pritzker School of Law and a B.A. in political science from Duke University.

Rick Chandler is responsible for all legislative and regulatory engagements at Suburban Propane. Rick joined Suburban in 2025 and has nearly 15 years of policy/government affairs experience in both the public and private sectors. Prior to joining Suburban, Rick was head of state and government affairs and JT International. Previously he was the Director of Research in the Office of the Governor of New Jersey, and before that, a paralegal at Sullivan Papain Block McManus Coffinas & Cannavo P.C. Rick is based in Hoboken, New Jersey and holds a B.A. in Political Science and History from Rutgers University.
