LINDSAY FITZGERALD, VICE PRESIDENT OF GOVERNMENT RELATIONS

Lindsay Fitzgerald has served as Vice President of Government Relations at Gevo since May of 2021. Before joining the Company, from 2015 to 2021, she operated as Senior Manager then Director of Government Affairs at Renewable Energy Group, a leading provider of biodiesel and renewable biodiesel, where she was responsible for developing and implementing a comprehensive regulatory policy strategy at the state, local, federal, and international level. Previously, from 2013 to 2015, Lindsay was Director of Regulatory Affairs at the National Biodiesel Board, and from 2007 to 2013, she was part of a consulting then government team responsible for implementation of the Renewable Fuel Standard at the U.S. Environmental Protection Agency, Office of Air and Radiation, Office of Transportation and Air Quality. Since 2007, Lindsay has fought to ensure the intended application and creation of policy with the goal of growing and advancing the renewable fuel industry. She is a seasoned government affairs professional with a special aptitude for strategy, collaboration, and big-picture, actionable planning and execution.

Scott Lewis is President of World Energy SupplyZero, LLC. Scott understands the importance of a culture and government that values reduction in carbon as currency. His advocacy in the U.S. and Canada for better policies governing the renewable and biofuel market has driven important and positive change for World Energy and the industry as a whole. Scott has been in the renewable fuels industry for more than 20 years and today leads World Energy's commercial operations, helping to build strategic relationships with suppliers, customers, government officials, and joint venture partners. World Energy owns and operates a network of renewable fuels plants in North America, including the world’s first and America’s only Sustainable Aviation Fuel production facility located in Paramount, CA.

Baker Botts

Shailesh Sahay is a partner in the Environmental, Safety and Incident Response practice at Baker Botts. Shailesh previously served as in-house counsel to the largest renewable fuels producer in the world, and as an acting general counsel of the largest renewable fuels trade association. He directs legal and policy strategy on climate, environmental, sustainability issues at the federal, state, and international levels. Shai also actively advises clients on community and stakeholder engagement relating to Native American and environmental justice groups, among others. Shai represents clients in a variety of industries, helping them shape laws through legislative and regulatory advocacy, then helping them maximize value under established legal frameworks by obtaining regulatory approvals and ensuring regulatory compliance.

AMY BROWN, CHIEF Operating officer

Adelante Consulting, Inc.

Amy Brown is the Chief Operating Officer for Adelante Consulting, Inc. She recently advocated for adoption of a clean fuel standard in New Mexico, meeting with stakeholders, drafting the initial legislation, serving as the State’s expert during legislative process, and co-chairing the New Mexico Clean Fuel Coalition. Amy has worked on biomass utilization projects and feasibility studies. Before relocating to New Mexico and joining Adelante, Amy worked for more than 18 years in the public sector in California, serving in high levels of municipal management in the Bay Area. Amy has a law degree from University of California, Hastings College of the Law and is admitted to the California Bar, currently inactive. She also has degrees in journalism and political science from the University of Kansas. Adelante is the only firm in the Southwest accredited by the CA Air Resources Board (CARB) as a verification body for Greenhouse Gas (GHG) emissions inventories under CARB’s Mandatory Reporting Rule, for carbon offset projects, and for fuel reports under the Low Carbon Fuel Standard (LCFS). Adelante has reviewed and verified 80 GHG inventories for CARB compliance, and also completed the first urban composting carbon credit project in New Mexico. Adelante performs valuations of ecosystem services, and works on project development and feasibility studies for biomass markets, products and technologies; dairy gas markets; facility siting; and landfill, forest and agricultural feedstock supply and economics.


Patrick Serfass , EXECUTIVE DIRECTOR

American Biogas Council

Patrick has led the American Biogas Council (ABC) since early 2010 when he helped 22 companies come together to form the only trade association representing the entire biogas industry in the US. Today, the ABC represents over 200 organizations and has a network of more than 14,000 stakeholders in the biogas industry. Patrick is also a Director on the Board of the World Biogas Association. Beyond biogas, Patrick has over 17 years’ experience growing other clean energy industries, like solar, hydrogen and fuel cells, through the company that manages the ABC, Technology Transition Corporation. In Patrick's early career he was a physical oceanographer, architectural engineer and designed unmanned, deep-ocean vehicles. Patrick holds a Bachelor of Arts in Engineering Sciences from Dartmouth College.

ASHLEY P. BEATY , VICE PRESIDENT, PARTNERSHIPS AND PUBLIC POLICY

BTR Energy

Ashley Patterson Beaty is an energy and environmental professional focused on sustainable transportation and renewable energy. She serves as Vice President of Partnerships and Public Policy for BTR Energy. In this role, she provides market analysis and establishes business partnerships under the California Low Carbon Fuel Standard, the Renewable Fuel Standard, and other developing programs across North America. BTR Energy provides a data-driven platform for the agriculture, electric transportation and renewable energy industries to participate in low carbon transportation programs. Ashley has 15 years of experience spanning government relations, policy, and communications. Prior to BTR Energy, she was Vice President of Government Relations and Public Policy for Ameresco. She has participated in numerous energy-related trade associations and specializes in innovative partnerships for market-based programs involving renewable energy and clean air. Ashley holds a Bachelor of Science in Communications and a Master of Science in Broadcast Journalism from Boston University.


BRETT BARRY, senior policy advisor

Clean Energy

Brett Barry is responsible for advancing state-level policies which support the use of renewable fuels in the transportation sector and the development of the renewable natural gas industry. Brett also serves on the board of the Texas Natural Gas Vehicle Alliance. He was at the forefront of the successful effort to establish a uniform method of sale and taxation for natural gas motor fuels throughout the continental U.S. Prior to joining Clean Energy in 2012, he served as a Policy Analyst for Pennsylvania House Majority Whip Stan Saylor and worked closely on legislative matters related to the development of the Marcellus Shale.

Clean Energy is North America’s largest provider of renewable natural gas for the transportation sector with 570+ refueling stations throughout the United States and Canada.

John A. Thornton is president of CleanFuture, Inc., a sustainable energy consulting practice assisting companies and industry to become more energy efficient while reducing costs.

John developed CleanFuture’s Pathway to Savings™ Rewards program to unlock dormant financial opportunities for fueling fleets with low carbon fuels. Working with fleet owners / operators, fueling station owners, and fuel providers, Pathway to Savings™ provides a quarterly revenue stream enabled by the Low Carbon Fuel Standard (LCFS) for use of clean fuels. CleanFuture provides comprehensive LCFS management services and complies with every aspect of LCFS registration, reporting and record-keeping requirements, participates in CARB rulemakings, and maximizes the LCFS revenues our customers and partners receive.

John has over 30 years’ experience in industry. Prior to founding CleanFuture, John was vice president for an electric vehicle technology company. Previously John spent 11 years Hyster-Yale Materials Handling Group, Inc., producer of Hyster® and Yale® lift trucks, where he played key roles in the launch of industrial electric vehicles and related technologies.

John earned a B.S. degree in Business / Operations Management from Oregon State University, and an M.B.A. from Portland State University.


Priscilla Hamilton, director of market developement & public policy

EVgo

Priscilla Hamilton is the Director of Market Development and Public Policy at EVgo, one of the nation’s largest public fast charging networks for electric vehicles. In this role, Priscilla leads the development and execution of EVgo’s regulatory and legislative strategy throughout the United States. Prior to joining EVgo, Priscilla managed teams focused on customer programs and energy & environmental policy at SoCalGas, the nation’s largest natural gas distribution utility. She has also worked as an Economist at the South Coast Air Quality Management which regulates air quality in Southern California and as a Senior Research Analyst at the Milken Institute, an economic think tank in Santa Monica, CA. Priscilla holds a Master of Public Policy degree from the University of Southern California and a B.S. in International Affairs and Modern Language from the Georgia Institute of Technology.


JORDAN HAVERLY

Neste

Jordan Haverly joined Neste in 2021 to lead the company's federal advocacy related to renewable road transportation in the U.S. and Canada. Based in Washington, DC, Jordan brings more than a decade of Capitol Hill experience to Neste having previously served as the top policy and communications aide to former Congressman John Shimkus of Illinois. In that role, Jordan was actively engaged in the future of the Renewable Fuel Standard and other climate policy development. He also staffed the bipartisan House Recycling Caucus. Jordan holds a Bachelor's degree in Political Science from American University in Washington DC.


David Gogerty, Business Development Manager

Novonesis

David Gogerty has dedicated nearly 17 years to the generation of sustainable biofuels, bridging cutting-edge biotechnology with agriculture. His journey at Novonesis began in 2015, where he played a pivotal role in successfully launching and commercializing yeast and fermentation products. David is now the Commercial Head for new product innovation centered around cellulosic biofuel generation. As Business Development Manager he is responsible for generating advanced, low-carbon fuel products and in doing so has built strong connections within the industry, including producers, regulatory agencies such as CARB and EPA, as well as advocacy groups. Before joining Novozymes, David served as Business Development Manager at Global Bioenergies, a French biotech company specializing in direct gaseous fermentation for light olefin production. With a PhD in Biochemistry, David's expertise spans commercial and scientific applications, where his passion for discovering novel genes intended for renewable fuel and chemical applications led to a dynamic career centered on generating low-carbon, sustainable alternatives. David brings a deep understanding of biotechnology, innovation, and market dynamics, which align with the board's mission. He is committed to contributing his knowledge and passion to steer Low Carbon Fuel policy towards a prosperous and sustainable future.


DINGEMAN KOOIJMAN, Head of Strategic Business Development

SHV ENERGY

Dingeman Kooijman is an experienced energy professional with expertise in transforming energy businesses and preparing organizations to successfully commercialize sustainable fuels. At Pinnacle Propane (100% owned US subsidiary from SHV Energy), as Head of Strategic Business Development, he leads the negotiations with sustainable fuel producers, drive discussions with policy makers to receive the right recognition for sustainable fuels, prepare the business/markets to launch & scale up with sustainable fuels and proactively looking for partners to accelerate the journey to defossilize the market. Pinnacle Propane is connected with NPGA (National Propane Gas Association) & PERC (Propane Education & Research Council) which is a great link to propane industry’s national research and advocacy activities on lower carbon fuel developments. Dingeman has helped develop SHV Energy’s Global sustainable fuels program to introduce and scale up renewable propane in 12 countries and prepare organizations and markets to introduce new sustainable fuels e.g., rDME.


M. DOUGLAS DAGAN, VP, Strategic Initiatives - Renewable Energy

Suburban Propane

M. Douglas Dagan is the vice president of strategic initiatives and renewable energy at Suburban Propane Partners, L.P.  In this position, Doug is responsible for supporting the company’s long-term strategic growth and diversification initiatives through the identification, analysis, and execution of transformative acquisitions, strategic partnerships, and investments in renewable energy opportunities. Doug joined Suburban Propane after spending the past two decades advising public and private entities on all aspects of renewable energy projects, advocating for environmental and clean energy policies, and supporting climate change initiatives. He previously worked with state, national, and international organizations including the Massachusetts Department of Environmental Protection, the Natural Resources Defense Council, and the United Nations Framework Convention on Climate Change. Doug’s unique background in environmental chemistry and renewable energy law and policy underpin his passion for finding and promoting practical solutions to climate change. Doug holds a bachelor’s degree in chemistry and environmental studies from Middlebury College, a master’s degree in environmental management, from the Yale School of the Environment, and a master’s degrees in energy law and policy, and a Juris Doctor degree in environmental law from Vermont Law School.
